When is an energy label required?
Everything about the label obligation for sale, rental and delivery, the new rules for monuments and the fine.
In the Netherlands an energy label is mandatory when a home or non-residential building is sold, rented out or delivered: the owner must give a valid label to the buyer or tenant. Since 29 May 2026 this also applies to monuments. Without a valid label the Human Environment and Transport Inspectorate (ILT) can impose a fine of €435 for private individuals.

Who must arrange the label?
The seller or landlord is responsible. By the time the purchase or rental agreement is signed, the buyer or tenant must have a copy of a valid label. For new builds, the party delivering the building arranges the label.
New since 29 May 2026
- The exemption for monuments has ended: national, provincial and municipal monuments now also need a label when sold or rented out.
- The label has a new design (EPBD IV) with more information and an A0 class for zero-emission new builds.
- Labels issued earlier remain valid.
The fine
If you sell or rent out without a valid label, the ILT can impose a fine: €435 for a private individual and 200% of that for a legal entity. If the missing label is not your fault, the ILT takes that into account.
Extra requirements for offices
Office buildings also face a minimum requirement: at least label C since 2023. See office energy label C.
