Since 1 January 2026, non-residential buildings in the Netherlands with a heating, air-conditioning or combined ventilation system of 290 kW or more must have a building automation and control system (GACS). What is a GACS?

A building automation and control system (GACS) automatically monitors and controls a building's technical installations, such as heating, cooling and ventilation. It must continuously monitor, compare and analyse energy use and flag deviations. The obligation stems from the EU EPBD directive and is laid down in the Dutch Bbl.

1. Which buildings must have a GACS?

Non-residential buildings with a heating or air-conditioning system (whether or not combined with ventilation) with a rated output of 290 kW or more, since 1 January 2026. From 2030 the threshold is 70 kW.

2. Does the GACS obligation apply to homes?

No, it applies to non-residential buildings such as offices, healthcare and education buildings and shops.

3. What if my building has no GACS yet?

Then it does not comply with the Bbl. A quick scan quickly shows what is missing and which steps are needed.
